A Digital 7S Model of Organizational Effectiveness in Small Private Vocational Institutions: Evidence from Thailand

Abstract

This study develops and empirically tests a Digital 7S model to explain organizational effectiveness in small private vocational institutions in Thailand. In response to increasing technological disruption, demographic decline, and labor market uncertainty, the study extends the traditional McKinsey 7S framework by integrating digital transformation perspectives into its seven organizational dimensions. A two-phase quantitative design was employed. In Phase 1, a preliminary needs assessment using the Priority Needs Index (PNIModified) identified critical areas for management development. In Phase 2, a cross-sectional survey was conducted with 220 administrators from small private vocational institutions across Thailand using stratified purposive sampling. Data were analyzed using confirmatory factor analysis (CFA) and structural equation modeling (SEM). The measurement model demonstrated good fit and construct validity (CFI=.957, TLI=.949, RMSEA=.046, SRMR = .041). The structural model explained 72% of the variance in organizational effectiveness. Shared values (β = .41, p < .001), systems (β = .34, p < .01), skills (β = .28, p < .01), strategy (β = .19, p < .05), and staff (β = .16, p < .05) exerted significant positive direct effects, whereas structure and style were not statistically significant. The findings highlight that organizational effectiveness in small vocational institutions depends more on cultural alignment, digitally enabled systems, and workforce capability than on formal structural arrangements. This study contributes to the literature by reconceptualizing the 7S framework for the digital era and by integrating needs assessment with structural equation modeling in a resource-constrained educational context. The proposed model provides both theoretical insight and practical guidance for educational leaders and policymakers seeking to enhance institutional performance under conditions of digital transformation.
